Manchester sits directly on the Ohio River, and that location creates two very different site conditions on the same stretch of ground. Low-lying land near the river carries floodplain considerations that shape what can be built and how, while the terrain rising away from the water climbs quickly into steep, unglaciated hillside — the kind of ground known for erosion and drainage challenges that flat Midwest sites don’t have to deal with.
That’s the starting point. What comes after it is where local knowledge matters.
A site plan that works on level till-plain ground elsewhere in Ohio doesn’t automatically transfer to Manchester. Grading has to account for floodplain drainage on the low ground and slope stability, erosion control, and access grading on the high ground — often on the same property.
Along US-52 and throughout the Ohio River corridor, we’ve developed residential, commercial, and access-road sites on both sides of that terrain divide.
S&S Construction Services LLC has worked river-bottom and hillside sites across Adams County for years. We plan for both conditions before equipment ever moves.

From residential projects to commercial developments, we provide end-to-end solutions for every stage of construction.
Site development in Manchester starts with figuring out which terrain you’re actually building on — river-bottom or hillside — because the plan changes significantly either way.
Site assessment comes first. We evaluate elevation relative to the river, floodplain status where relevant, slope, soil conditions, and drainage patterns before design work begins. A site near the water needs a different approach to grading and utility placement than one further up the hillside.
From there, we build a development plan around the site — grading and drainage for floodplain-adjacent properties, or slope stabilization and erosion control for hillside lots, with cut and fill balanced to the terrain in either case.
Site work proceeds to spec: clearing, grading, drainage installation, and utility prep, sequenced to avoid erosion or drainage problems during construction, not just after. On steep ground, we pay particular attention to runoff control so hillside soil doesn’t wash out mid-project.
We finish with a final inspection to confirm the site is stable, drains correctly, and is ready for the next phase of construction.
A business owner along US-52 near Manchester needed a commercial site developed on ground close enough to the Ohio River to require floodplain consideration. We assessed elevation and drainage relative to the river, graded the site with proper runoff management, and coordinated utility placement to meet floodplain requirements. The site was construction-ready without permitting delays.
A homeowner on a steep hillside lot outside Manchester needed the site graded for a new home and driveway access. We evaluated slope stability and erosion risk, cut and filled to create a stable building pad, and installed drainage to control runoff on the grade. Construction proceeded with no erosion issues through a wet season.

It depends on elevation relative to the river. We assess floodplain status as part of the site evaluation and plan grading, drainage, and utility placement accordingly.
Depends on whether the site is river-bottom or hillside terrain, plus size and scope. We quote after an on-site assessment, since the two terrain types require different approaches.
Yes. Hillside sites around Manchester need slope stabilization and erosion control built into the plan, which is standard on every hillside project we take on.
Yes. We develop residential lots, commercial sites, and access roads across Manchester and Adams County, on both river-bottom and hillside terrain.
Site development typically includes clearing, grading, drainage, and utility prep as one coordinated project, rather than grading alone with drainage or utilities handled separately.
